The only reason I can think of is the condition of the Canadian economy. There is little to no markup in the price of the Scion brand so if they brought the vehicles up there then they would have to sell for more then some of thier more expensive Toyota counterparts.
canada pays less for it's vehicles and because of that, US dealers like to get thier hands on them. Toyota made sure that wouldn't happen anymore because of what happened in the past. I still see quite a few Canadian Sienna's here and the problem with that is the VIN is no good in my system so I can't get information on it. No info means it's easy to get wrong parts, esspecially since originally they were all in the metric format and were converted to the US standard.
Dealers in Canada were able to sell New Sienna Vans for retail price to Dealers in the states. The US dealers paid less for those then they did for NEW Sienna's from Toyota. The US Deales could then turn around and sell the NEW vans as USED Certified vehicles with 100,000 mile warranties and less then 100 miles on the odometer. Everyone would benifit except the customer who would have a Van that no US dealer could get VIN info for. No key codes, no seller info, no options info.
As for buying one in the states and bringing it over, you'll have to talk to Customs and you the CAN department of transportation. I'm not sure if a model thats not retailed in CAN can be brought in until it goes past the time limit(i've heard 15 years) for canadian import laws/regulations.
