'96 Tacoma with 2.4L I-4: Can't get catalyst readiness OBD II to "set"

Had the MIL light come on - turned out to be P0420. Reset and have driven the vehicle over 250 miles - running all different terrain, from rural hilly roads to flat highway. I am still not getting a solid I/M Readiness indicator when I connect up to the computer - just a flashing icon on my reader for the catalyst. I know the catalyst monitor can take a longer drive cycle to reset itself, but this is pathetic. Currently there are no error codes, and all other functional readiness codes were "set" within an hour or 2 of clearing, except for the catalyst.

Any tips?
