1991 Toyota 4X4 Pickuo with 22RE

I have a 1991 Toyota 4X4 Pickup with a 22RE engine , I have 166,850 miles on my truck, about 10,000 miles ago I had a jasper engine installed ....thinking it would be better to have a rebuilt than have mine rebuilt, any way , ever sense then, it has never ran like I think it should, apparently Jasper don't install all new parts ......When I had the engine installed, the place recommend having all new wires, plugs, cap, rotor, belts, hoses and rebuilt injectors .........so I agreed .................. two weeks after having engine installed, came to find out the cam was wiped out ........I knew something was wrong, seeing how I have been working on small engines for over 40 years, so I removed the valve cover and inspected, this is when I found the cam to be wiped out .......so I took it back to where I had engine installed, and Jasper agreed to install a new cam and even installed a new head .... now to get to the point, even after that, it still didn't run right, I got tired of taking it back and forth to the place I had engine installed, so I decided to try and fix it myself ..... I installed new vacuum lines, which I think should have been replaced when they installed the engine, but they didn't, I installed a new PCV valve and grommet, which I think should have been replaced when they installed the engine but they didn't, I reset the valves to 8 and 12, which apparently was off, any way, even by doing this, it still doesn't run right ....but it did stop the check engine light from coming on, I even replace the cat and header pipe because the light was telling me the oxygen sensor was bad, and trying to replace the oxygen sensor without braking the bolts off is highly impossible ...... any way, my engine has never had the EGR valve replaced, and when driving when it's cold, it almost sounds like it has an exhaust leak .......sort of, and when it warms up, you don't hear it as much, and even cold or hot, it bucks a little when there's no load on engine ....seems to not buck when you accelerate on the gas pedal ......and to add to this, even when I bought the truck so many years ago, I thought it was strange when I could wipe my finger in the exhaust pipe and get a little black on my finger, not oily, not wet, and not sut .........which leads me to believe there is something wrong with the EGR valve ...... also, it seems to have a tick in the engine, almost like valve lash tick, but I am not sure ........also if this helps, it still has power, just not running at it's peak .........please, I am at my wits end, any help to verity that I am heading in the right direction would help ....by the way, mt throttle body is clean and looks great .
