Canada Troubleshooting Cruise Control

I've got a 1992 Toyota Pickup and my cruise control seems to have stopped working.

When I push the cruise on/off button on the left of my steering wheel the "CRUISE" light comes on like normal on my dash.

But when I press the set cruise button on the right it does not there something holding out on setting the cruise? What interlocks are there? Only thing I did was mess around in the pedal area during this time as I had to weld the stupid clutch pedal bracket cause it started to crack. I am aware of the parking brake switch that holds out the cruise control...anything else?

I shall call it...DAYOTANK!!!!
