USA 92 pickup low idle

my pickup has been idling at approx 500 according to the tach in the dash...i cannot figure out what is causing it...also is it better to advance your timing a little more than the recommended 10 degrees? i have new ngk wires and plugs, new distributor, new cap and rotor, new fuel filter, and new air filter...no idea why it idles rough. i am missing one of the caps on the #6 wire that holds the wires on the distributor cap...maybe a problem? any response would be appreciated....thank you

Does your idle drop when the brakes depressed?

no...just when it is sitting still in neutral w/ the e-brake on...on start up it will go to about 800 like normal...and then all of a sudden, it drops to about 500 on the in dash tach...maybe the tach is messed up?
