I am pretty sure your 1991 is the same as my 1995. So if you look under the front of the driver's seat, there is a little yellow latch that releases the seat to fold back for access to the engine compartment. Once you fold the seat back, the OBD receptacle should be clearly visible.

Unfortunately, the Previa did not start to use the OBDII standard until 1995. I have a 1992, and it has the port under the seat, but it will NOT work with a OBDII scanner.

The OBD2 was started in 1996. I have a 1995 and it's OBD1.

I have a 95 and it's OBD1 and OBD2. Did you look under your fuse cover? that's where the OBD2 is hidden Yes it's true that OBD2 is from 96 and up , but Toyota was ahead of the game in 95 ...
