brights go out when turning them on in a 92 previa

like the topic says, i was cruising down the road, decided to turn on the bright lights and both lights go out. they go out when you flash them and when you put them into the locked position.

any ideas?
haven't checked the fuses, nor have i looked for any relay switches but i think that's where my problem lies.
