FJ60 low beams out

Recently all of a sudden I lost my low beams, high works on both sides and I was driving around on high getting drivers mad. Today I went to look at it and now both lows are working and both highs are out(blue lamp on).

I could understand if one side went out and then the other after a while but I don't recall having one out. Now the the situation has flip flopped. Those lamps look expensive, Hella 44s. Could the relay cause such odd behaviour? There is not much in the circuit except the switch and the relay.
