oil level at oil fill threads on land cruiser

friend emails me re land cruiser (about 98) that has oil level at the bottom of the threads on the oil fill tube.
can anyone tell me of possible problem.
oil light intermittent, oil and temp guages about normal.
oil condition appears normal. (no water). no leaks around vehicle.
verified many times that the fill tube is marked "engine Oil"
Can't see how this could happen. borrowed car for friend. wants to be sure not damaging car. I never had land cruiser or toyota. exhausting possiblities, consider this could be Toyota unique.
am told oil level on dip stick is 1/2 qt low. but no room in engine oil fill to add that.
