Performance Chip or Ripoff?

I was recently looking around for corolla mods on the net and I found a chip by next level racing that supposably changes air fuel ratio for more horsepower.Does any one have one of these or know if it is any good?It only costs $33.95,and they guarantee that it will out perform any chip under $100.
