CEL code reading problem

OK, I am trying to read the codes on my GF's t100 and I tried the paperclip jump in the diagnostic harness, as shown here (http://www.off-road.com/toyota/tech/codes/).

Only problem is that the CEL doesn't blink, it just stays on. What might cause this? What happens if I start the ignition with the paperclip jumping the TE1 and E1 plugs? Anybody know what the other plugs link to (what does the diagram under the cap mean?)

What year is the T100?

Are you sure the paperclip doesn't have any paint or plastic covering on it? Check it with a multimeter to be sure.

Not sure what would happen if you did try to start the engine with those shorted...I just know the service manual sez not to. ;)

it is a 96. Paper clip is not covered with anything. Unfortunately, I am on vacation in South Lake Tahoe and all my tools are 600 miles away in Driggs, Idaho. User in a different forum (an individual whose techincal knowldege I greatly respect) said that the 96 had an OBDII and that the Paperclip would not work. Oh well.
