noise when turning
I have a 1999 Toyota Corolla I bought used in July 2008. Have put new wheel bearings on it within the past 5,000 miles, but when I first start the car for the day, I notice a sound somewhat between a screeching and a moaning sound when I am turning and this has been going on for about a month now. This only occurs then and after about five minutes, when I turn, it no longer is there. Thinking it might be a CV boot is dry or I read somewhere a loose belt tensioner?

Where is the sound the loudest? Does it sound like it is coming from a wheel or from under the car? Does it happen under different weather and temperature conditions - dry, wet, cold, hot?
Sounds likely to be a worn serpentine belt tensioner or worn serpentine belt. Quick way to test - spray the belt with a little water and see if the sounds stays there or goes away. If it goes away, it is likely to be the belt, if it stays, it probably a bad pulley or worn belt tensioner.

Hi, I should add, since I bought the car in July 08, I have put 24K miles on it. I am pretty sure since I bought it I had a new serpentine belt put on at the dealer, don't know if they put a tensioner on, doubt it. It is coming from under the hood somehere, not the steering wheel itself. This all started since it started getting cooler, I live in Knoxville TN. We also have had alot of rain this year, but as far as I can tell it occurs in all weather conditions since I first heard it.

Double check the condition of the belt, make sure it is not fouled or contaminated with debris, oil, etc. There is a possibility that it is not a belt tensioner or belt issue - could be a bad accessory (i.e, alternator or power steering pump has a bad pulley or worn shaft).
