DTC P1150 for 1999 Toyota Avalon V6 1mz-fe California

My Avalon - Cali has a P1150 code, which is a Bank 2, Sensor 1 (A/F) sensor. Is there a way to confirm the A/F sensor is bad with the freeze frame data below showing fuel sys bank 2 - Open Loop and short and long fuel trim on bank 2 near zero? Or do am I best off using a data streaming scan tool to see the voltages and other parameters? Anything else I should check?

I/M readiness shows o2 sensors are OK , does this indicate a problem somewhere else in the system.

Freeze Frame Data

Fuel Sys1 CL
Fuel Sys2 OL-Drive
Load_PCT% 28.2
ETC 156
SHRTFT1 -1.6
LONGFT1 -3.1
SHRTFT2 0
LONGFT2 -2.3
RPM 1486
VSS 43
LAT 86

I/M Readiness
All systems OK including O2 sensors. (This vehicle has A/F sensor)

You can monitor the A/F sensor voltage it should read around 3.3v at idle and move to 2.5v and 4.0v when you do a snap throttle.
PCM apparently isn't seeing what it expects from B2S1 at ECT of 156.

Does bank 2 go into close loop at full operating temp around 190?

I don't have the info at ECT 190. I may have to trick my scan tool to get freeze frame info at ECT 190 I think if I: start engine and get it to normal op temp, turn off engine, clear code, restart , MIL lights, read code, it should be able to get the data.
