Need a criteria for first time posters

I always want to help someone out, if I can.

There have been several instances where someone joins the forum and in the same day posts a problem that they are having with their vehicle. Several forum members jump in to try and help the first time poster only to find out that the first time poster never comes back to the forums.

My suggestion is to have a 24 hour waiting period for all new forum members before they can post and ask for help from other forum members. That way, they have more skin in the game and are more likely to come back to the forum.

Another option for me is to not spend time researching anyone's problem and offering help unless that person has at least 5 posts on the forum over a period of at least one month. Maybe others already do this.

The staff has discussed your concern and understand it well as we face it too every day. However, we ultimately decided that rather than have us change the rules/forum software to address this issue, let common sense take over so that people who reply to forum threads can see/should see a newb's status and make the determination of responding or not. Members should use their own discretion in replying to newbs. I can attest that I certainly do as I've wasted too much of my own valuable time in the past providing an in-depth response to a new member's problem only to not have the member return to even view the answer.

At any rate, it's best to use your own discretion about whether to respond or not to any thread and/or reply.

I've looked in the control panel in all the sections, but can't seem to find anything. Is there a way to turn off email notifications for quotes?

Yes. In your control panel in the left pane, scroll down to the second to the bottom item: User Tagging-->Settings. There's a box to check in there if you don't want email notifications on quotes. It'll be obvious once you're in that user tagging settings.
