FIXED TOO! After messing around with this for months, I took a hint from @retiredmn and opened up the mirror stalk trim. Inside you will find a wiring harness that runs from inside the door and the up into the mirror through a circular port/grommet.
I had some foam backer rod left over from another home improvement job and used it to stuff up into the hole and put a couple of other small pieces inside the mirror cavity (pressure fit).
All the noise is gone! No more 43-55 MPH whistle.
(Also - taping up the seams didn't make a difference - but the foam did).
