I'm pulling my hair out over this as I've been dealing with what I described in the title for over a month and I don't have a lot of time during the week to work on it.\

When I pull up the ebrake, only the rear driver's side wheel locks, the passenger side spins freely. I replaced the cable, I replaced the brake shoes, I adjusted it, and to no avail, the rear passenger side does not lock. I don't know what to do anymore.

Yes it does move. I was able to verify that by contorting my body in a way to be able to see the hub while I pulled the parking brake since I was by myself.

How many time would I have to pull the handbrake?

There is a star wheel on a spacer separating the two shoes at the bottom of the drum brake system. It sounds to me like you did not adjust the star wheel to put some light pressure on the shoes to the drum (called the setup process when removing the brake shoes). If your gap is too large, there won't be enough travel on the brake cable to engage the shoes to the drum. If you don't understand this, you might want to take your car to a brake shop and have them adjust that star wheel to get proper engagement.

Is your setup one that has disc brakes for regular braking, but uses a drum brake setup for the parking/emergency brakes?

Obviously some contact, but the wheel still doesn't lock when the handbrake is applied. Underneath the car where the equalizer bar is for the parking brake cables, it pulls just fine on one side but not the other.

I've got discs in the front, drums in the back.

I think your star wheel adjustment is pretty good then, given your hydraulics are causing the brake on the passenger side rear to work properly. The emergency/parking brake should work equally well then. Given nothing is happening, I'd be looking for an incorrect install/setup involving the new parking brake cable to the parking brake linkage behind the shoes as the bottom of the brake setup. Maybe opening up your driver side to take a quick peek would help. but hard to see clearly without removing components. If uncomfortable doing that, take it to a brake shop to have them view it and hopefully get it installed correctly.
