I'm pulling my hair out over this as I've been dealing with what I described in the title for over a month and I don't have a lot of time during the week to work on it.\

When I pull up the ebrake, only the rear driver's side wheel locks, the passenger side spins freely. I replaced the cable, I replaced the brake shoes, I adjusted it, and to no avail, the rear passenger side does not lock. I don't know what to do anymore.

New cable will need adjusting after a number of hard pulls.

Did you verify the New cable moves at the hub when handle is pulled?

Yes it does move. I was able to verify that by contorting my body in a way to be able to see the hub while I pulled the parking brake since I was by myself.

How many time would I have to pull the handbrake?

There is a star wheel on a spacer separating the two shoes at the bottom of the drum brake system. It sounds to me like you did not adjust the star wheel to put some light pressure on the shoes to the drum (called the setup process when removing the brake shoes). If your gap is too large, there won't be enough travel on the brake cable to engage the shoes to the drum. If you don't understand this, you might want to take your car to a brake shop and have them adjust that star wheel to get proper engagement.

Is your setup one that has disc brakes for regular braking, but uses a drum brake setup for the parking/emergency brakes?

When I adjust the shoes to the point where the shoes should touch the drum, it's difficult to reinstall the drum and there is not much play on it/drags a lot. Obviously some contact, but the wheel still doesn't lock when the handbrake is applied. Underneath the car where the equalizer bar is for the parking brake cables, it pulls just fine on one side but not the other.

I've got discs in the front, drums in the back.

The correct process is to install the drums, hold the drums in place with the lug nuts (or with the wheels installed and lug nuts tightened), then adjust the shoes to the drum with the star wheel.

Given you have only drum brakes in the rear, does the passenger side rear brake lock when you press the regular brake pedal down? If it does, I would say something isn't connected or installed properly on the passenger side emergency brake cable linkage to the shoes.

The passenger side does lock when the regular brake is applied.

I think your star wheel adjustment is pretty good then, given your hydraulics are causing the brake on the passenger side rear to work properly. The emergency/parking brake should work equally well then. Given nothing is happening, I'd be looking for an incorrect install/setup involving the new parking brake cable to the parking brake linkage behind the shoes as the bottom of the brake setup. Maybe opening up your driver side to take a quick peek would help. but hard to see clearly without removing components. If uncomfortable doing that, take it to a brake shop to have them view it and hopefully get it installed correctly.

Thanks for helping me rule things out. It’s working now. Lost time but I’ll be saving money!

Typically, when problems are brought to the forum for help, when a solution results, the individual creating the thread typically states what was done to solve the problem. Would you be willing to do that - help us understand what the correct solution to the problem was?
