I have a 1994 Toyota Pickup 22re that runs great however sometimes it will not start and I will have to crank it over a few times before it starts up or it will start up but have 50 % of the power it should have (barely gets up to 60mph with the pedal on the floor) this happens about 1 in every 4 starts. I have added a fuel pressure gauge and that reads between 38-50 psi all the time. I also adjusted the valves and timing to spec. I do not have a CEL code coming up. Also I checked the cold start valve and time switch and they seem to be fine. I have tried my best to figure it out on my own and reading forum posts but I am lost. Thanks for your time.

How about the wires? Any burn marks signs of arcing on them?

Test out the Throttle Position Sensor, Mass Air Flow Sensor, and O2 sensors. Repair manual should show you how to test them. It could be out of spec and the engine light wouldn't come on.
