I have searched the threads and found an answer, but I still cannot figure out where this is.

The car is on jack stands, front passenger wheel removed, shroud removed, and I still cannot figure out where it is.

Does someone have a diagram or a picture of the exact location? I have read that it is under the water pump and that the electrical connection is on top of the water pump.

It's stuck into the engine similarly to a 2.2L Camry engine, so if you look that up it'll get you an idea of what you're looking for.

The only thing I can see going anywhere near the crankshaft is a wire next to the oil dipstick that traces to the engine block above the starter. I can feel this wire and around it, but cannot feel a 10mm nut.

So, is this thing on the front side under the water pump or the back side near the starter/alternator? Is it directly connecting to the engine block?

The picture below is what I believe to be true, but if it is true, I cannot feel the 10mm nut.

That picture looks correct, sometimes build up of dirt and grime can make feeling bolt heads very hard. Try looking with an inspection mirror and flashlight or blasting the area clean with a can of brake cleaner first.

The bolt is under that cover. So I am going to have to remove both belts and God knows what else.

Sure looks like it. Good time to inspect the timing belt too.
