Could be a number of things causing this. Sounds like the shop is confused/lost on trying to diagnose this. This is a bad sign for the shop - try some place else - otherwise they will just continue to swap parts at your expense.

Most common cause for the blinking A/C and no cool air is electrical. A bad magnetic clutch relay is one of the most likely candidates. Swapping with another relay was a good idea, but they really should inspect the original relay/test it. Could also be mechanical - bad expansion valve, faulty compressor, incorrect refrigerant/wrong charge/wrong oil or additives. Other things include the A/C speed sensor (detects variances between the compressor and engine speed), A/C amplifier inside the cabin, bad cell in battery, etc.

When they changed the compressor - was the compressor really dead? By swapping parts, but not diagnosing it properly, they've just made future diagnostics much harder. As it is possible that the replacement compressor is faulty.
