My T100 has the same engine. If the diagnosis is correct then I'd just do the heads. While things are apart put on a timing belt kit with the tensioners,water pump, thermostat etc. These engines are close to bullet proof.
You'll keep within your budget with less work and a known product that belongs in "that" 4runner when your done. IMHO
PS Be sure and use new head bolts!
