Well the extras/upgrades are good/desireable. I'd say in today's market $10-12K is more realistic. They're trying to find the buyer who wants all those add-ons, doesn't know how to go about getting them added to another 4runner and wants instant gratification, they might find one....

$12K was the number that came to mind when I looked at that, assuming zero rust and no history in salty locations.

The mods are nice, but rule #1 of building custom cars is you don't get to sell it for stock price + mods cost.

No. Not even close. Those mods would make it completely unappealing to me even at half the at any price. So my opinion is worthless lol.
