Could be the relay or something amiss with the headlight circuit as the fog lights will only work if you use low beams, when you turn on high beams the fog lights shut off.
2004 Sienna Fog light troubleshooting
I have a 2004 Sienna w/factory fog lights that worked fine until they both went out at once. I dropped the shroud and changed the bulbs but no luck. I checked the fuse its fine and can hear the relay click under the dash when I turn them on at the switch but no lights. could it still be a bad relay or switch? anybody have ideas?

Thanks. I guess I will change the relay next. (I have one on order). Hopefully its not the light/turn signal stalk on the steering wheel!
