Hello All... I need some advice, please. I will describe what is going on.

The car is a 2007 Camry XLE V6. It has 186,000 miles on it. The car has set for approximately 12 months due to the battery needing replacement. I live in a cold climate(New England). The car started and was moved for plowing purposes in the beginning of winter 2021(Nov December-ish 2021). So a new battery was purchases about 3-4 weeks ago, and it started with ease. The only warnings it gave me were "maint required soon" and an old TPM light that has been on for a long time. After letting it warm up. I shifted it into drive and it went ahead but with difficulty. The rear drivers wheel wouldn't turn. It was dragging. I attempted to go forward and reverse but the tire wouldn't unlock. I drove it ahead enough to get the tire onto pavement but it would not come unstuck. I removed the tire and sprayed WD40 and Blaster on the brake part that holds the pads. We pound them with a hammer. After putting the tire back on, I drove the vehicle about 4-500 feet on pavement but the wheel is still stuck. The ABS warning light is on and it also warns me about the VSC. Does anyone have a path that I should take to correct and determine the issue?

Also, on of the trips to get the car to pavement, I seem to have lost the power steering. There was fluid on the ground by the rt front of the vehicle. I check ed the PS fluid and it was low/empty. I added 2 small bottles of PS fluid, but it doesn't stay at the correct level. Is this likely a PS pump issue, and is that expensive to replace?

The parking brake was replaced about 2 years ago. It has not been used. I am the only driver of the vehicle. In troubleshooting, I did depress the parking break several times and released it. The light for that brake came on and went off when I released it. Would it be possible for a wheel bearing to be frozen where the car has set? Thanks for your help.
