I was driving car on a rainy day in BC Canada, as it was raining after snow so some of the drains were blocked. And just due to the pressure of the water lining inside the fender pushed up and opened the bumper from the top. I took that to dealer here, they said you must have hit something even they couldn't find any scratches or hit marks. I am sure Toyota had good quality but now seems to be not backing up or take responsibility for bad design or product. It is always raining here in our area and I am literally scared to take my car on heavy rain day.

You did hit something. You hit deep water at speed. Water can be as hard as can be if you hit it fast enough. Hard enough to actually lift a corner or front end of an automobile. Hard enough to water ski on top of the water.
If it is raining hard enough that sewers are plugged and there is standing water on the road, slow down

You are right but I was following traffic, I was not on an highway and water might be like max 2-3inchs high. And why lining inside the fender and body comes out on top just by pressure. I was a fan of Toyota now I am not. I had another quality incident before this and I can't believe again in just two years.

Someone might of hit or backup into you. It happens all time time. Drivers are careless and carefree these days. You might not have caught it at first, but I don't think any reason rainwater can do that. Either that or the bumper was not clipped into properly to begin with and it popped out on a bump.
