Looking for guidance on pre-1993 3vze timing belt tensioner.

Bought a T100 about 8months ago was running like shit still managed to drive it home ~50miles. I tore the front cover off, timing was off 6 teeth!

Anyways I have been driving for a month or so until the spring that holds the belt tight snapped in half. Apparently the pulley is supposed to have a washer on it... My FSM is for 1993 and it only shows the newer hydraulic tensioner.

I found the thinnest washer i could but when i tighten the bolt it clamps the pulley against the engine.

Any ideas on how thick this washer is supposed to be? Or if you are supposed to clamp the pulley down tight.. i dont see the need for a spring if thats the case... :confused:

Okay so get the belt on, spring in place, rotate the crank a few times, and then tighten down the pulley so it can no longer move..
