92 es300 foglights...

so the only time i can use the foglights is when i have the low-beams on. how can i wire the foglights so they can turn on anytime? like when the high-beams or parking lights alone are on? maybe even a way to just get the foglights on by themselves? ive tried connecting the foglight fuse to other fuses (like radio)... the result was that the radio could be turned on without the key stuck in (which was cool, but not wat i wanted)... so any help would be appreciated =)
