How hard is it to fix?
Depends on your ability. It’s not a job for novices. There are several DIYs for it in the sticky at the top of this forum, here. To just check it, remove the upper cover, put the crank pulley on its zero mark, then verify the cam pulley is lined up to its mark. Or you may find the belt is broken and flopping around.

How old is the timing belt? The 4 cyl doesn’t have a self adjusting tensioner, so with time the belt stretches and gets slack.

Need help!! I've got 98 Camry. It tried to start. But at first spits and sputters. Then just cranks. I've changed plugs, wires, and fuel pump. Help!! What else could it be???
First step, PULL OBD2 ERROR CODES! Your listed symptoms do not appear to be indicative of a broken timing belt, as an engine does not tend to sputter with a stationary valve train. It could be something as simple as a defective ECT sensor.

FAST CRANK NO START is indicative of a broken timing belt. If your engine sounds "normal" while cranking, that is a good sign that it has compression. If it sounds like a higher pitch very fast crank with very little resistance, then yes, go in the direction of a timing belt. But in the meantime, listen to the secrets of the ECM, Grasshopper for it will tell you what's ailing! Then list any MIL codes back here.

Flutter the throttle first. See if you can get it running with a little extra air etc... Dont floor it, but press it lightly as you crank and see if it starts. You could have a bad IAC or a clogged one. Easy to check

You "MAY" get MIL error codes with a broken timing belt, but then again you may get NONE!

if you got a broken timing belt, (i think its unlikely) it will make a very huigh pitched starting noise compared to how it normally cranks.

If you skipped a tooth however, you might be able to get it to run but it may run like garbage since the timing would be out of time. That will be harder to check and you'll need a mechanic to check it out for you.

If the T-Belt has jumped or even broken, in those old school years no codes will show. And that engine is the worst to do, second only to Subaru dohc. Several tries before you get it all lined up. I did many. If it is the belt ( a quick check is pull a sparkplug and crank, is there spark? Most likely the answer is yes. And was it wet when you pulled it out? So, line up the bottom pulley where it needs to be and pull the top belt cover and look. If it is the belt I recommend you get a timing belt kit with all the pulley, ect. HTH
