I bought the 1984 Toyota 22R with the carb....
The Toyota will start & run....
About ready to pull my hair out...

The back two plugs get wet with gas, you can pull the plug wire off & no change in idle, running on the front two cyclinders.....

What I have done so far:
Compression test looks good....
Gas level in Carb at correct level (sight glass)....
Fuel in Carb bowl clean & fresh.....
Correct fuel pump pressure....
New plug wires....
New Dist. Cap & Rotar......
Plug wires checked several times for routing.....

I am ready to pull the value cover off & check the Cam & Timing Chain for TDC....

Anybody have suggestions in what to look for....

Does it run decent/fairly decent when cold then dog down as it warms up after 10-20-30 miles?

AAP value.....

Did some research & pretty sure that it is the AAP (Auxiliary Accelerator Pump)....
Located on the carb adjacent to the value cover (vac. hose & 3-screws)...
If the diaphragm is ruptured or has a pinhole then raw gas will be sucked into the manifold thus wetting the plugs....
I have a hand Vacuum pump so will check it in the morning & report back...

That is a fairly common problem with the carb, but your description of only the back 2 plugs wet may point else where.

Did a vacuum test (hand Vac pump) & the AAP will not hold a vacuum, bleeds off slow not fast.....
The TVSV seems to be working as it shuts off vacuum to the AAP as the engine warms up.....
The #3 & #4 plugs are still wet with gas & the engine still runs rough...
I pulled the #3 plug wire off with no change in RPM.....
Since I had good compression on all 4 cylinders could it be a timing chain jumping a tooth????_________...
I may go ahead & pull the value cover off as I need to gap the values anyway...
Sure glad I have a Camry to drive around :)

I found the problem...!!
There is a small vacuum hose behind the carb & down a bit on the intake manifold....
This hose routes to a round vacuum booster that feeds the cruise control...
The hose at the intake end collected oil & had swelled (fell off)....
