I bought new KYB complete strut assemblies for all four of my wheels of my 99 Camry. Well on one of the rear strut assemblies the rubber boot doesn't go all the way past where the silver shaft goes into the base of the strut. Is that a defect or is that because I haven't mounted it to my car yet and had it settle?

Hard to say without any pics, but it sounds like yes it is because there is no weight on the strut.

What does the other rear look like?

IIRC, its normal. When the weight is on the struts, it will go down. I believe I see it when I jack up the rears.

The front coils are shorter, less travel. You're over thinking this the rear struts are fine.
