Like the title says, my AC is being consistently inconsistent. I've checked/replaced the cabin and engine filters so that's not causing issues. I wouldn't think it would be a fuse since it still works some of the time.

Could it be the blower? Any input would help, I'm trying to figure out what to replace next.

Car is 2016 Toyota Corolla (I think S).

You don't specify if its auto-climate or manual and if it's a new behavior. On "auto" it might be normal depending on outside and inside temperature. Manual would be another story.

It's regardless of auto or manual from what I can tell. When it's not blowing, I can't do anything to get it to blow (same of it's blowing weak).

Pull the blower motor. Debris can fall onto the motor and restrict its rotation.

The other thing you can do is to remove the cowl cover for the drip tray to see if there’s debris there also. There’s an opening on the passenger side and allows air to enter. The opening is large enough for small animals and debris. Pull out your cabin filter and use a vacuum to clean above the filter. You’d be surprised how much dirt is in there.

If none of these helps increase the flow of air, then it could be a blocked heater core.

OP, this sounds like a vacuum leak problem. When there is adequate vacuum it blows normal. If the vacuum drops it blows thru the defrost or floor vents and you don't feel it.
