AE82 16v 4age low end problem? HELP!

Hi, bought a basic rally car with a blown engine. Recently put in another which goes. Problem i have is there is no low end power. Checked the TVIS which seems fine. When entering diagnostic mode i set timing to 10 degrees, then exit diagnostic and there is no advance????? (Definately in diagnostic when i time it as engine light flashes). Engine only seems to have some power between 5500 and 7000rpm. It seems to idle and rev fine but when under load it all turns to crap!
