This procedure is for a Camry but might work for this car.

Find the 16 terminal rectangle connector under the dash by the steering column. Connect terminals TC and CG with a jumper wire and turn on ignition switch. Any codes will be displayed via the SRS light in the form of a series of flashes.

A 4 second light off internal will follow the last code. Disconnect the wire at TC within 3-10 seconds after the code has been signaled and check to see if the SRS light comes on after 3 seconds.

Within 2-4 seconds after the light comes on reconnect terminals TC and CG. The SRS light should go off within 2-4 seconds of connecting the terminals. Disconnect the terminals within 2-4 seconds after the light goes off.

The SRS light will come on again within 2-4 seconds after disconnecting the terminals. Reconnect the terminals again within 2-4 seconds of the light coming on. The light should go off within 2-4 seconds after the terminals are connected.

A normal code consisting of constant on/off flashes should be displayed, if not repeat the procedure.

According to your manual Toyota doesn't have a provision to clear codes without a scanner. You'll need to take it to the dealer. Ask nicely and tell them that you just had the seatbelt unplugged, and I'm sure they'll send someone out to clear it at no charge.

is everything hooked up properly now?
If you do, you could always disconnect the battery for 15 minutes. That will usually reset a code, or go to your local auto parts store and ask if they have a code reader. Those will also reset lights.

Alldata does list the above proceedure as a method to clear SRS codes without a scan tool on this model car. Access is via the ODB II port.

When looking at the connector with the wider side down, terminals are numbered right to left starting at the lower, right terminal as in:

16-9

8-1

TC is terminal number 13, CG is terminal number 4.

Weird, my alldata just goes to the screen "Toyota does not provide a procedure for reading or clearing codes without a manufacturer scantool". I'm using alldatapro online, do you have the cd version or something?

You know, I've come across this before. Info that you think would be logically categorized under a main heading is instead hidden in some odd little corner that takes ten minutes of searching. Maybe that's only for the online version though, I don't know.
