I have a 96 Previa with an alarm that keeps going off. The neighbors aren't happy and I don't blame them. I've done a bunch of google searches but haven't found anything helpful. I've tried resetting it a number of times

How can I completely disable it?

I think this applies to yours, they have 3 horns (if thats what is waking the neighbors)
#3 in this diagram is the Security Horn, maybe unplug it?
The security control module is buried up under the dash, left of the steering column. PITA to get too.

I’ve been experiencing the same issue with my 95 Previa. I haven’t tried to totally disable it. For the time being I’ve been popping out the fuses for the horn/lights that go off with the alarm(not super convenient but better than having a dead battery from the alarm going off all night).

I believe my issue might have something to do with water. It first started when it was raining heavily for a few days and it seems to only happen when it's wet outside.

Is it an aftermarket alarm system?
I had an issue on my 91 Camry where the alarm would go off after 10 seconds of opening the doors, or go off immediately if the trunk was opened; but if you turned the key to "on" before the 10 second timer was up, and before you opened the trunk, the alarm would stay off.

Found out that the alarm system was aftermarket, despite being an official Toyota product; Camrys of that genertion could NOT come with an alarm from the factory. I think I was just missing a remote to disable the alarm when unlocking the car, but I removed the whole system for my convenience; being OEM product I just had to unhook the alarm harness from the factory starter wire and install a jumper harness in it's place. The alarm harness is still partly hooked up as I have no idea how to fully remove it, but alarm unit is on a shelf in my garage and the car starts and runs.

I may have to resort to popping the fuses if I can't find a way to disable it. I don't know why it's so hard to find information on how to disable the security alarm given what an issue is seems to be for so many people. Mine started a couple years ago but it only happened once or twice a year. The frequency has increased a lot over the past couple years for some reason

Its hard to say, especially if its a Toyota alarm. I had no idea my Camry was aftermarket until I was told it was never a factory option.

I believe the dealer installed alarms had a switch with a little red light somewhere around the steering wheel. It should say Alarm on it.
If I'm not mistaken, these vans could be optioned with an alarm from the factory; I vaguely remember seeing it mentioned in the owner's manual. Something about a red light in the center of the dash, on the fuse panel cover I think.

I will check my FSM this afternoon when I get home from work. If I see anything relevant to the alarm I'll scan the pages and upload them for your reference.

I'll have the battery load tested. I've gone through 2 batteries in the past 3 years so this may be an issue
You may want to have the alternator tested as well. It also wouldn't hurt to inspect your battery cables, or outright replace them if they look rough. If the cables look fine, you could replace the terminals.
Batteries should last upwards of 4 years on the lower end, so you've definitely got some kind of electrical problem; though it could just be the alarm drawing too much power.

Beware pulling the fuse, as some fuses do multiple circuit duties. In other words, kill power to the alarm and lose your defroster motor ! Just be aware other components of your electronics may work off the same fuses as the alarm.
