chisel and hammer to start them spinning or use a cut off wheel to put a slot in them.
Anybody know how to get these bolts out?

I figured I would post this here as well since maybe other Toyota's have these bolts. I have a 93 Camry and I am trying to pull my ignition housing off of the steering column and there is a sleeve with 2 bolts running through it but the bolt heads don't seem to have any way to grab on them 
they are the factory bolts so there has to be some way to pull them off, I can see threads coming out on the other side of the collar.
