my rear fenders have a black plasic rectangle attached to fender well wall -i have no idea what it is or what used for 2019 toyota corolla le

We called it a shark fin in the plant.

Behind it, are the bolts for the fender, cowl, and possibly the hood hinges.

He said "rear fenders" so I highly doubt it has anything to do with the cowl and hood/bonnet hinges...

If they're what I think they are (right at the bottom in front of the rear wheels) then they're air deflectors (often called "spats" but that used to refer to a different part of the body) to keep airflow away from the wheels (for aerodynamic reasons)

This is why pictures are worth a thousand words.

Those are wind deflectors and are attached with a 10mm bolt to the rear rocker panel. It’s an aerodynamic aid to better circulate air around the rear wheels. Cost around $20 at eBay.
