CERTIFIED USED SCAM!!?!?! please help

my aunt has an 01 sequoia that was a "certified" used vehicle. somone please can you give me the definition of certified?

her list of problems have included

leakin exhaust manifold
(they "checked" it but it sill leaks ato this day. this luxury truck is not so luxury when you have an exhaust leak)

getting run around about getting her truck checked for bad driving vibrations....tires pressure and balance was inspected and yet the truck still vibrates bad.

one shop said her e-brake was was fine and then once her warranty was expired a problem was "found" with it.

so can someone tell me please what certified means and if 15 reports on a carfax is bad for a certified vehicle....cuz we found those yellow bodyshop dots on a body panel or two

Certified as in Toyota or a third party dealer? The link below provides some definition of certified for manufacturers.

It's the selling Toyota Dealership that performs the Certification process. They are the ones that do the work and then send in the data to Toyota which then gives you the owner the additional coverage.

The quality of this work may differ from shop to shop so if you think that the Certification work was done poorly then go elsewhere. The Certification is from Toyota not the selling store. If the manifold really leaks then it should be corrected depending on how long ago she bought it and how many miles are on it now.

If the vehicle wobbles while driving that may be an alignment problem or bad tires. Have another shop check it out. This assumes of course that the vehicle isn't outside the Certified range.
Based on the experience I've had in my life with dealership mechanics, I wouldn't be surprised at all to find a 'certified' vehicle had problems. I'm trying to remember and I'd bet that close to 50% of the time I've been forced to let a dealer do the work, I've had to go back with some kind of complaint. When you find a mechanic that is competant, you've found gold. Since so many seem like random dregs who don't give a rat about doing a good job, I try to do as much of my own work as I can.

-I've literally got tools in my garage that were left in my car by the mechanic who worked on it!
-Cracked underhood plastic parts... that weren't cracked before.
-A throttle kickdown cable left off on a old carb'd car... and that service bill listed all the other problems they recommended looking at after the 'test drive'! (by the time you got to 30mph the problem was "what the hell?" evident.)
-I recently had a intake and headgasket replaced and they gave me a car back with trouble codes from the plug wires being damaged when they were yanked.

The list goes on and on...
