We have a '96 Camry V4 automatic chugging/shuddering at 2600RPMs or below, regardless of speed. Above 2600, it sounds fine, again regardless of speed. There are no other recognizable/visible/audible indicators of trouble (temp is good, oil/filter are new/clean, etc).

Any clues as to what this might be or what to check?

sounds like you have a vacuum leak somewhere- I presume that the engine does the exact same thing when idling

It may indeed be a vacuum leak, BUT...
My 93 I4 was undrivable at low rpm, ran ok at higher rpm. Garage couldn't figure it out, no codes, this came and went for 2 weeks, then it was all the time.

Turned out it was 1 bad fuel injector, seen with Ohm reading, replaced it with same color from similar junked car and it ran great for another 30k.
