Code 71 Corolla 95

Have a code 71 on my car, I know it means EGR but what exactly with the EGR? Does anyone know? I've replaced the hoses that attached to the EGR modulator, replaced the EGR modulator, and even sprayed carb cleaner to clean out the EGR Valve - light is still on. I was told to either replaced the EGR valve or some temperature thing that goes into the air filter. Also, I used to get about 34 miles/gallon, now I'm getting about 29, car 'bucks' sometimes as well, feels like it's pushing to go forward but resisting (happens only once in a while). Any suggestions?

I'd say at this point the best option is to replace the valve itself. It's about $200 at your local auto parts store, but ever since I replaced mine the CEL has yet to show its glowing icon again... not to mention my mileage went back up to about 35 MPG.
71 is foreign to me.

Sorry, did you let the obdII (excuse my ignorance if 95's don't have that) run three tests and then reset the cel, and then see cel pop back on later? (The battery disconection will also reset it)

95s have OBD I... no matter how much I wish they didn't...
