I bought the truck for 300 bucks and it came with this:

I am not even sure how to repair this, any suggestions?

You would get a shop to clean it up, and weld on new plating so the frame is boxed properly and not rusted out.

That is the typical area where the frame rots if you live in the rust belt or don't wash the undercarriage after wheeling. It's repairable, it'll just cost a few bones.
