Not sure you'll git any bites in here. You might be better off at yer local TTORA chapter. www.ttora.com is where to start. I can say that it's not gonna be cheap if you don't already have the parts and wiring harnesses.

How much you looking to spend? $5k and up is what I would expect... :(

You may already be aware, but it's not a simple bolt-in swap, there is a lot of work involved.
Check local 4WD club sites, there may be members or advertisers that can help.

Does anyone know of anyone in East TN or surrounding area that is capable of swapping engines in 1988 Toyota pickup with a 3.0 V6 to a newer model 3400 engine?
The closest place around here that would tackle that job and do it right would be ACC toyota near Atlanta. They're good to deal with, get great reviews and are reasonable. The swap won't be cheap.
