electrical anomaly

I noticed recently that my heater fan motor seems to surge or that the lights dim or brighten and at the same time I see the voltmeter guage dip from high to down on the scale. I thinking it may be a loose belt or a problem with the regulator. Anyone have experience with a similar problem?
