Es300 3vzfe Camshaft Replacement

I am in the process of replacing the head gasket in my 1993 Lexus Es300 V6(3vxfe). I have installed the the heads and in the process of "trying" to install the cams. The intake cam (right) is installed however the exhuast cam will not set properly, I can't seem to get the exhaust cam tight enough to the intake cam to get it to set in the bearing "cups". In looking at the exuast cam it the gear and sub gear appear to have slightly shifted? I installed the service bolt as instructed during the dismantle. Is there supposed to be a "slight offset" between the gear and subgear on the exhaust cams? Any help would be greatly appreciated.
