I was wondering if anyone knows how to relieve the fuel pressure
on a 3EE engine that WON'T start so I can femove the fuel rail.

The haynes manual only says:
Remove the gas cap for the fuel tank,
Disarm the fuel pump from under the back seat,
Start the car until it stalls and thats it,

But my engine won't even turn over in the first place!

Disconnect the battery then go ahead and take the fuel line loose from the rail. It won't leak much since it's winter. If it does leak much take the gas cap loose for a moment and it should stop.

If you're not holding the key 'on' then the pump shouldn't be on. As small as the lines are from the pump to the rail there isn't much volume there. If you had just shut the engine off from running it still would only psst a split second then maybe drip for a half minute. Wrapping a rag around the end of the wrench/socket will catch any fuel that does come out but even that isn't needed.
Now if the engine was running or the ignition was on powering the pump you'd get a nice spray. I've pulled mine off right after driving and lost less than a tablespoon.

I never relieve the pressure before removing it. Sometimes if the car was just running I'll loose a little, but a rag can catch it all no problem. If the car's been off for a few days, then you probably won't have any pressure left.
