Just saw a honda accord today that had it's corner turn signals and tail signals blinking. Kinda like sirens. Does anyone know how I could do to my car?

u can use a oscillator chip to produce a frequency to trigger the relay to turn the lite on n off.....

Could you be more specific? Do you mean the "free trip to jail" kind of flashing lights? Or do you want the front/rear turn signals to alternate when you have your turn signals on?

Its probably a strobe kit. You can get them online or on ebay. Whelen is a quality brand which is used for pick-ups that do snow snow plowing.
