Headlights Fogging Up

As I was cleaning my fogged up headlights on gen 5 Camry, I wondered why only headlights fog up and not the tail lights. Does anyone have a explantation why this happens?

Different kind of plastic maybe. Also, UV probably reacts differently with clear plastic as compared to colored plastic.
