a 89 22re motor could be changed for a 22 r engine i know one is fuel injected and the r is not but just the main part of the blocks cylinder heads ?

All 85-95 22r(e) heads are exactly the same. 84 and back is a whole different story.

22r= carb

The early 22R could be used with the later EFI in the case of an engine swap, but it has no provision for the knock sensor. You'd have to drill and tap the block for it.
