There is a dial control work it.

This bottom logo is not in the light panel at all

You mean on the gauge cluster (i.e. odometer, speedo, tach?)

If you are taking about a Generation 4 Camry (1997-2001), there was no fog lamp on/off indicator on the cluster. Don't think there was one for the Generation 3 either (1992-1996)...at lease for the USA market. If you did get the factory fogs, they were on a different switch near the cluster rheostat as a drop in panel.
