The 3rd row middle seat seat-belt is generally stored up in the roof lining; frequent expectation of the 3rd row passengers are for younger kids (say ~4' +/-8" tall), so, it's likely that the center 3rd row seat-belt when in use will be against the middle passenger's right cheek or neck area; that strap/clip is to limit the seat delt from doing that by holding the seat belt close to the seat-back and on a side.
