My short version of what you are saying is that the user has to push the (false) full and empty limits until the system learns. That would be ridiculous behavior for Toyota to adopt. They could avoid all this agony by simply doing the "learning" themselves and starting the new vehicle fuel and empty parameters accordingly.

Is it cold where you are? Are you aware that fuel economy is significantly worse in cold weather?
