My '93 Camry is borderline failing the CA emissions for HC.
What is causing the high reading and how can I lower it?
New converter or MAF? I'm clueless

Check the EGR gasket. That cause one of my friends cars to not pass HC. Also, try using some seafoam to clean out some of the carbon. That might help. If not, then it might be the cat.

You should also check for any spark related problem, as HC s are an indicator of unburned/raw fuel (rich condition)

If you retard your base timing it will reduce your hc's a good bit
